Nice Find
It is New Old Stock. Comes with Honda instructions and all the needed hardware..... Not sure how some folks don't think it fits quite right.. Its a Honda product and a perfect fit. I had to repair some old inner fender damage from previous owner but still fit great....

1990 civic mud guards
They fit ok . All the screw holes line up . But the top of the mud guard hits the molding on the rear bumper . You’ll have to cut some off . It’s better than not having them though. I’m sure if they were actually real they would fit without having to cut them . But they’re good for the price . It looks good anyway . I like it .
