Come For The Car Chase. Stay For The Character Bits.
This film is famous for its car chase. However, there's also a mostly silent prologue that sets up the plot. There's character development abounding. There're multiple parts of the story where it's proved being a Dirty Harry like cop can be counterproductive. Heck, the static character gets a moment of awesome by asking the title character if his behavior regarding catching criminals is worth the consequences.
