Buy them now, the system and the games are only going to get more expensive.
Good time to buy. The one I got is in pretty good shape. The longer you wait, the harder it will be to find one with little to no scratches.

Good stuff
Works well, but just a heads up. If you ware trying to use this for a a DualShock 4 controller, CSR is not supported at the moment. Maybe in the future. That is no fault of the product though. Plugged it in and my computer found the drivers and recognized it immediately.

Getting a new 5700xt for used 1080ti prices.
Good card that keeps up with the 1080ti in most cases. For this price ($350) it's the best deal you can get in the bracket of card for a "new" price. You could probably get a better deal on a used card, but there is a level of risk when buying used video cards. So for peace of mind, this is a good price for a solid 1080p and probably even 1440p in most cases card.
